Program Overview

Pact Kenya and Somalia Office is implementing the Regional Approaches for Sustainable Conflict Management and Integration (RASMI) and Selam Ekisil (SEEK) cross-border programs funded by the European Union Trust Fund for Africa (EUTF). The projects adopt a conflict systems-based approach to promote peacebuilding, conflict management, and conflict resolution capacity at the community and cross-border levels. Geographically, RASMI works in three strategic cross border conflict systems spanning three countries, Kenya, Ethiopia, and Somalia (the Mandera Triangle) while, SEEK works in four cross-border conflict systems spanning Kenya (Marsabit and Turkana) and Ethiopia (South Omo Zone).

RASMI and SEEK projects have three similar objectives: a) to increase social capital and cohesion; b) to strengthen peace structures and c) to influence other institutions to be conflict sensitive.

Pact is seeking to engage the services of a qualified and experienced consultant to undertake a review of the EUTF program outcomes , document success stories that will highlight key results, document key successes and challenges, and make recommendations for future direction of the program. This consultancy is expected to last a total of 10 days.

Key Responsibilities

The consultant(s) will work closely with the Pact’s Program, MERL and communication team and will be under the direct supervision of the Regional Team Lead. Specifically, the documentation of outcomes and success/impact stories will include the following.

· Identify key outcomes using outcome mapping/harvesting based methodology from program MERL data and reports.

· Develop tools and formats that will be used for documenting data analysis and stories to be packaged in the agreed format(s).

· Document the program’s evaluative processes from design to implementation. The documentation should capture the various processes the program has undertaken since inception to initially understand the program (PEA, OM design) to active engagement of community change agents (boundary partners) to plan and implement the program. The program has also undertaken periodic progress reviews with the change agents and document the results in outcome journals that will be part of program literature availed to the consultant. The consultant will be expected to undertake a desk review /literature review to understand the overall program objectives, implementation approaches and expected results in line with the program’s theory of change.

Basic Requirements

  1. Advanced degree in Community Development, peacebuilding, or any other related field.
  2. 10 years’ professional experience in the development sector, of which 5 years’ experience working in Monitoring and Evaluation.
  3. Knowledge of EU M&E systems and reporting requirements will be a plus
  4. Excellent interpersonal, communication, presentation and report writing skills required.
  5. Team Player, ability to work in a multi-cultural environment, flexible and able to handle pressure
