TRIGGERISE is a non-profit that motivates users – primarily young women and adolescent girls – to make positive choices. We use nudges like reminders, discounts, in-person and digital follow-ups, and reward points to encourage our users to access and use healthy products and services. We also support them in becoming micro-entrepreneurs and earn incomes to sustain themselves.

Triggerise is registered in Kenya and has its main office in Nairobi but carries out its programmes in sixteen counties including Nairobi, Kisumu, Mombasa, Kajiado, Homa Bay, Kisii, Kilifi, Bungoma, Siaya, Migori, Vihiga, Busia, Kakamega, Uasin Gishu, Nyamira and Nakuru.

Triggerise is implementing a donor-funded 18-month sexual reproductive health(SRH) intervention whose main goal is to increase access to modern contraceptives and HIV testing (both self and provider assisted) among adolescents girls and young women aged 15-19. The counties in which the intervention will be implemented are Nairobi, Kisumu, Mombasa, Kajiado, Homa Bay, Kisii, Kilifi, Bungoma, Siaya, Migori, Vihiga, Busia, Kakamega, Uasin Gishu, Nyamira and Nakuru.

Triggerise is, therefore, requesting for proposal from eligible organisations that have licenced franchise clinics with presence in the listed sub-counties to provide and perform quality assurance management for all it’s listed clinics on the Tiko platform. For the purposes of this EOI, eligible organisations are defined as legally registered organizations that have licensed franchise clinics in a broad spectrum in the listed counties and who already work in the defined sub-counties/wards


Triggerise works with franchisees to provide service delivery points where users can access sexual reproductive health (SRH) services such as free contraceptive (IUDs, implants, injectables, DMPA-SC and OCs) and HIV self-test kits. By working with Triggerise, franchisees can benefit from increased demand generation for adolescents aged 15-19-year-olds for these services, tech system support, data analysis and insights and reimbursements for all services offered under the project.

The successful organisations shall provide and perform quality assurance expected from working with such organisations for high-quality counselling, youth-friendly services, professional and competent health workers and availability of quality commodities. Further, the organization shall provide and perform quality assurance management of all it’s clinics/pharmacies on the Tiko platform. This includes quality assurance verification supported by at least one quality assurance support visit in a quarter and enforcement of quality improvement through facility quality improvement plans.

Triggerise will support successful applicants to undertake the above scope of work with a package of tools, IEC materials, codes of conduct, QA report template to ensure that they successfully undertake the above activities.


Eligible organisations should meet the following criteria:

  1. Compliance with legal requirements of registration at the national and/or county level.

  2. Evidence of strong organizational management, governance and oversight structures.

  3. At least 1-year experience in implementing health-related projects, (Experience in implementing SRH projects is an added advantage).

  4. Local presence for the last1 years in the proposed area of operation (Sub Counties).

  5. Must have licensed franchise clinics presence in the listed sub-counties.

  6. Track record of accountability for results.

  7. Sound financial management capacity and internal controls.

    1. Existing physical infrastructure including quality assurance structures & functional IT system for internal and external communication.


18 months from 1st July 2020 to 31st December 2021.


In consideration of the Services to be rendered under this arrangement, Triggerise shall pay the organization a fixed annual fee for each active clinic on the platform for the period of the contract, and this will be paid on a quarterly basis. This amount should not be expected to fully fund quality assurance of the franchisees, but provide some financial support to leverage other funding the franchisors have. As part of the pay for performance contract with each franchisor, Triggerise will pay for all active facilities on the Tiko platform upon signing of the service level agreement (SLA) with the franchisor, letter of agreement (LOA) with each facility and quality assurance verification done every 3 months. The reports to be shared include evidence of supportive supervision and a quality improvement plan for each active facility on the platform.
We realize that franchisors’ level of effort varies based on the number of franchisor funding will be paid quarterly as indicated above, based on the tier of franchise each Franchisor falls into.

6. Modification and Withdrawal of Bids

The Bidder may modify or withdraw its bid after the bid’s submission, provided that written notice of the modification, including substitution or withdrawal of the bids, is received by the Purchaser prior to the deadline prescribed for submission of bids.

7. Period of Validity of Bids

Bids shall remain valid for 90 working days after the date of bid opening prescribed by Triggerise,

In exceptional circumstances, Triggerise may request the Bidders to extend the period of validity. The request and the responses thereto shall be made in writing by letter or e-mail. A bidder agreeing to the request will not be required nor permitted to modify the bid.

7. Documents Comprising the Bid

The submitted bid must include the following information. Failure to supply all requested information or comply with the specified formats may disqualify the bidder from consideration.

  • A Bid/proposal detailing the ability to undertake the outlined deliverables in the scope of work.

  • Valid registration certificate or operating licence

  • Profile of the organization

  • Cover letter explaining interest to be a contracted vendor or supplier

  • Three (3) References from current or past clients
