Location: RBN Regional Bureau, based in Nairobi

Duration: Six months

Background and Responsibilities

The WFP Eastern and Central Africa Regional Office (RBN) provides strategic guidance, policy/technical support and direction to WFP operations and activities in nine countries (Eritrea, Djibouti, Somalia, Ethiopia, Kenya, Uganda, Rwanda, Burundi and South Sudan). The combination of drought, poverty, high food prices, political instability and conflict within this region have resulted in recurrent food crises, high rates of malnutrition and continued impoverishment of affected populations.

The major challenge of the Regional Bureau (RBN), beyond the strengthening of strategic partnerships, is to effectively provide Country Offices (COs) with proper guidance and strategic support, as well as provide to the RB management food security/vulnerability information and analysis which would form the basis for taking strategic and programmatic decisions and advocating for the mobilization of required assistance.

Food Security Analyst Job Duties and Responsibilities

  • Support the RBN Programme Unit by assisting COs in conducting food security assessments and surveys, including the Integrated Food Security Phase Classification (IPC) analyses. Given his knowledge of the (IPC) and secondary data analysis, the consultant will contribute to ensuring support and guidance to COs on the IPC methodology as it evolves.
  • Contribute to the development of the resilience agenda and associated partnerships at the regional level, in close collaboration with other colleagues within the Expanded Programme Group of OMN. The consultant will provide technical skills that are required to support the design and implementation of the RBN regional and country-led strategies and programmes;
  • Contribute to the Regional Bureau’s active engagement within the relevant working groups at the regional level, such as the Food Security and Nutrition Working Group (FSNWG) and related sub-groups;
  • Contribute to and report on the implementation of the on-going Transition Opportunity Fund project, being undertaken in close collaboration with UNICEF;
  • Provide other food security analytic and technical assistance as may be requested by the Regional VAM Officer to support RB roles and responsibilities in areas such as vulnerability analysis, assessments and related food security initiatives;
  • Assist country offices in the design and planning of food security assessments;
  • Design and conduct on-the-job training for participants in assessment missions;
  • Lead and/or participate in assessment missions, as required;
  • Sharing food security and nutrition information within the regional office and maintain data bases and information systems for the regional VAM.
  • Support analytical synthesis on regional patterns of food security and vulnerability by integrating CO vulnerability analysis and food security monitoring updates with other sources of data and information and understanding linkages between Countries.
  • Support CO’s in the analytical work of the UN Country Teams and provide inputs on food security/vulnerability related components of the UN Common Country Assessments (CCA), United Nations
  • Development Assistance Frameworks (UNDAF) and Poverty Reduction Strategy (PRS);
  • Perform other tasks as required by the Senior Programme Advisor

Qualification and Experience for the Food Security Analyst Job

  • Advanced University Degree or university degree with experience and advanced courses/training in one or more of the following disciplines: economics, international affairs, nutrition/heath, agriculture, environmental sciences, social sciences or a field relevant to international development assistance.
  • At least five years of post-graduate professional experience with increasing responsibilities and focus on
  • Household Food Security surveys and vulnerability analysis as well as programming/implementation of food aid assistance to developing countries.
  • He/she should possess excellent analytical skills and a proven track record of at least five years working with
  • NGO’S, Government or International organizations. Knowledge of United Nations technical assistance and acquaintance with Sub-Saharan Africa will be an added asset.
  • Excellent working knowledge (proficiency level C) of English is required. French would be an asset.


  • Strong knowledge of food security analysis and the data collection, treatment, and manipulation techniques typically associated with it;
  • Advanced computer skills, including skills in windows based word processing, spreadsheet, and database.
  • Good knowledge of basic statistics and familiarity with quantitative and qualitative survey techniques.
  • Experience in the design and implementation of food aid programmes.
  • Representational skills and ability to follow and develop a given scope of work.
  • Management skills


  • Knowledge of geographic information systems (GIS) and statistical analysis software;
  • Experience in early warning and remote sensing and familiarity with the specialty software applications associated with them;
  • Some experience in remote sensing interpretation and analysis, NDVI, CCD.
