Needs Assessment in Collaboration with the Community to Identify Priority Viable Eco-enterprises in the Greater Lake Elmenteita Conservation Area (GLECA) to Support Local Livelihood Improvement

BACKGROUND

The Greater Lake Elmenteita Conservation Area (GLECA) is a Self-Help Group registered in 2009 with the main goal of protecting, conserving and managing Lake Elmenteita and its Riparian Land (95.434 km2) which is set aside for wildlife conservation for the benefit of present and future generations. GLECA, which consists an elected Management Steering Committee draws its membership from representatives of local communities, adjacent landowners, and local tourism stakeholders.

The group aims at promoting the Lake Elmenteita ecosystems by harmonizing the various land-use activities in the GLECA region to ensure the water body in Lake Elmenteita is conserved and protected while supporting livelihoods of the local communities. Since inception, GLECA has been instrumental in advocating for the gazettement of the Lake Elmenteita National Wildlife Sanctuary along with the inscription of Kenya Lake System World Heritage Site.

Despite its significance, the Lake is threatened by habitat degradation, encroachment and developments in riparian areas, siltation, water pollution, bathing in the hot springs, blockage of wildlife routes, habitat loss and declining wildlife numbers around the south end of the lake. Other threats include increased human activities, fences and rock walls in riparian areas, improper management of sewer by facilities, illegal logging, sand harvesting and illegal grazing encroachment into the sanctuary.

GLECA has collaborated with Kenya Wildlife Services (KWS) and other partners to address these current and emerging threats to the ecosystem. In 2019, under its Small Grant Program (SGP), the Global Environmental Facility (GEF) approved funding to support strengthening of GLECA’s capacity to implement environmental conservation activities aimed at addressing some of the threats facing Lake Elmenteita and restore the degraded sites. This consultancy is being commissioned in partial fulfilment of this grant.

CONSULTANCY OBJECTIVES

The main purpose of this consultancy is to conduct a needs assessment in collaboration with the community to identify priority viable eco-enterprises in the Greater Lake Elmenteita Conservation Area (GLECA) to support local livelihood improvement for the most vulnerable groups.

Utilizing the just completed GLECA Baseline Survey Report (to be provided) as a starting point of understanding the socio-economic context of the communities around GLECA, the consultant will, jointly with the community, carry out the following:

  1. Identify community livelihood needs and opportunities that also support protected area objectives and conservation, bearing in mind the resources upon which they depend.

  2. Identify and develop a minimum of three eco-friendly and gender sensitive short and medium term community income generation plans and budgets that can contribute to local livelihood enhancement.

  3. Facilitate the rolling out of at least one (1) of the income generation plans and its value chain development.

  4. Identify potential development partners and assist in the selection of development partners for further development of specific Memorandums of Understanding and actions plans for further potential interventions.

SCOPE OF SERVICES

The consultancy firm/consultant shall ensure the completion of the activities in accordance with the terms and conditions of the consultancy contract. The consultancy will cover the following tasks:

  1. Identify and prepare a comprehensive livelihood plans for a minimum of 3 proposed eco-friendly interventions, including budgets.
  2. Prepare livelihood training plan (for each livelihood option) to ensure effective implementation, incorporating training of mentors who can serve as trainers in the post consultancy period.
  3. Conduct a livelihood capacity building training for stakeholders.
  4. Provide documentation sharing best practices of other successfully initiated and thriving community livelihood programs in or around protected areas.

KEY OUTPUTS

The consultant will deliver the following outputs:

  1. An inception report with clear tools and methodologies proposed.

  2. Three comprehensive livelihood plans/frameworks ready for roll out

  3. A roll-out/implementation manual for one (1) of the three identified livelihood plans.

  4. A training workshop for key GLECA stakeholders and community mentors.

SUPPORT TO THE CONSULTANT

The consultant will be contracted by and will directly report to GLECA Steering Committee & GEF Grant Manager in undertaking the needs assessment and livelihood development plans. GLECA will familiarize the consultant with the background information and provide technical support and guidance to ensure the consultant completes the work as per the agreed deliverables.

DURATION OF CONSULTANCY

The delivery of the assignment is expected to be completed within 60 working days starting from the date the selected consultancy firm/company will sign the contract.

  1. A technical response to the TOR by the consultant demonstrating an understanding of how the assessment will be undertaken.

  2. Initial work plan based on methodology outlined and availability of applicant.

  3. Company profile and/or CV of the consultant.

  4. Sample of previous related work.
