The social protection advisor is a full-time position for an upcoming opportunity in USAID/Kenya Health System Strengthening (HSS), Strengthening Health Financing and Social Inclusion Activity to strategically align HSS programming shifts and resources with the Kenyan public health sector. This redesign will focus on systems-wide outcomes of equity, quality, and resource optimization trough strengthened health financing and social protection systems for health. The social protection advisor will contribute to addressing vulnerable populations’ needs and promoting inclusion. The social protection advisor will support the project by providing technical guidance on project implementation and evaluation. This position will also support project leadership with reporting, personnel, stakeholders, administration, and development of materials.
-Provide technical guidance and offer innovative approaches to activity design and implementation, with a focus on social protection capacity development for policy, advocacy, and governance efforts that promote local sustainability and eventual transitioning from donor support.
-Introduces and implements technical approaches and solutions to mobilize partners around targeted social protection, inclusion, and reducing inequalities in terms of access to health, education, jobs, food security and housing.
-Collaborate with project resource partners to strengthen the capacity of CSOs and the Government of Kenya to conduct policy advocacy, improve service provision, enhance referral systems, and strengthen networking on issues relevant to vulnerable populations.
-Provide assistance within the project team on integrating social protection and inclusion into project activities.
-With the project senior leadership, supports the design, development, implementation, and monitoring and evaluation of the program’s multi-year strategy and annual work plans.
-Guide program staff to develop, adapt and implement effective, innovative capacity strengthening approaches, tools, and methodologies in social protection and inclusion.
-Work with innovative market-based solutions and support content experts to develop high-quality training curricula and tools for social protection and inclusion institutional capacity strengthening, which include coaching, facilitating skills; blended, distance, and web-based learning platforms; process co-creation, seconding, twinning; collaboration, learning, and adaptation (CLA) best practices; network analysis and strengthening.
-Foster state-of-the-art market-focused capacity development know-how and best practices among field program teams.
-Aligning with Palladium’s digital strategy and leveraging growth in digital adoption for social protection to improve performance, accountability and transparency of services and beneficiary populations.
-Interact with internal and external resources and experts to bring new and “cutting edge” ideas into project’s approaches.
-Manage, implement, and document project activities through writing project reports, reporting results achieved, and present outcomes and lessons learned through participation in online, social media, and international conferences and meetings.
-Contribute to development of annual work plans and monitor labor charged against budgeted level of effort.
-Draft success stories and project highlights to reflect project achievements.
-Adhere strictly to the branding and marking policy of the project.
-Other duties as assigned.
–Extensive experience in implementing locally adaptable social protection and inclusion programs, health, and private sector engagement in Kenya strongly preferred.
-Experience with USAID programs required.
-Strong understanding of vulnerable populations, communities in the Kenyan context, including the Ministry of Health, local governments, civil society, the private sector, and communities.
-Demonstrated proficiency in client management and coordination with multiple government stakeholders and ability to engage in a sensitive and politically astute manner.
-Experience with government engagement in the context of fostering better understanding and collaboration between governmental entities, NGOs, and communities desired.
-Experience with development of business case for gender equality, diversity and inclusion is desirable.
-Ability and interest to present complex information to diverse audiences. Clear and effective writing and oral communication skills, including significant experience with report development and presentation software.
-Strong program management, organizational, and interpersonal skills required.
-Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently often within a required timeframe.
-Fluency in English.
