Programme Officer

POSITION: PROGRAMME OFFICER
Reports to: Senior Programme Officer
Location: Head Office (NAIROBI) with occasional travels in the region
Duration: 9 months with a possibility of extension
Language: Bilingual (fluency in both French and English speaking/ writing capacity)

Introduction
The Network of African National Human Rights Institutions (NANHRI) is the regional membership organization that brings together 46 National Human Rights Institutions (NHRIs) in Africa. NANHRI’s mission is to support, through national, sub‐regional, regional and international cooperation, the establishment, strengthening and development of NHRIs in Africa in order to enable them to more effectively undertake their mandate of human rights monitoring, promotion, protection and advocacy. Its vision is an Africa where every country has a well functioning NHRI established in accordance with the Paris Principles contributing meaningfully to a continent characterized by human rights culture and justice for all. NANHRI encourages and supports the establishment of strong and independent NHRIs in compliance with the Paris Principles.
NANHRI is recruiting a Programme Officer to lead the implementation of a one-year project on themes related to a) business & human rights, and b) sustainable oceans. The project will be implemented in collaboration with the Danish Institute for Human Rights. The Programme Officer will be based at the NANHRI Secretariat in Nairobi, Kenya.
Description of the role
The Programme Officer will be responsible for planning, coordinating, executing tasks, monitoring and reporting on the implementation of NANHRI’s work relating to a) business & human rights, and b) sustainable oceans. These activities entail support to the strengthening of African NHRIs’ capacities to work on a) business & human rights, and b) sustainable oceans; as well as collaboration and contribution to the work of international actors specifically advancing implementation of the United Nations Guiding Principles on Business and Human Rights and the 2030 Agenda for Sustainable Development.
Key areas of responsibility
-Conduct a baseline survey on business & human rights with a view to identify entry points for programming
-Develop case studies for inclusion in reports and for advocacy
-Develop position papers on a) business & human rights, and b) sustainable oceans, in particular the role of NHRIs in the blue economy

  • NANHRI advocacy to select regional mechanisms on NHRI engagement on business & human rights, and the Sustainable Development Goals and Agenda 2063 of the African Union
    -Scoping for other advocacy and influencing opportunities to advance NANHRI’s position papers and NANHRI member interests in business & human rights, and sustainable oceans, as may be appropriate
  • Development of an e-learning module/training materials on the role of NHRIs in access to remedy in business & human rights (building on previous work).
    -Facilitate an online learning programme for NANHRI members, focusing on key business & human rights and sustainable oceans themes identified through the survey
    -Build the capacity of NANHRI staff to ensure continuity and sustainability of the outcomes
    -Other tasks as assigned by the supervisor
    Qualifications skills and attributes
  • A Master’s degree in social sciences, human rights law, international relations, development studies, or other related field
  • At least five years’ demonstrated work experience in business & human rights, sustainable development and/or sustainable oceans
  • Experience in undertaking baseline studies especially in relation to situation of human rights and governance related issues
  • Good understanding of human rights institutions’ work in the area of business & human rights, sustainable development and/or sustainable oceans
  • Project management expertise
  • Good understanding of the mandate and role of national human rights institutions and how they contribute to the international human rights mechanisms
  • Excellent research, report writing and presentation skills
  • Good communication and interpersonal skills
  • Good organizational and analytical skills
