A. Project Description or Context and Background:

Micro-Enterprises Support Programme Trust (MESPT) https://www.mespt.org/ is a Kenyan development organization established in 2002. MESPT’s overall objective is to promote economic growth, employment creation and poverty alleviation through enterprise development. This is achieved predominantly through support to the development of agricultural value chains whilst embracing and promoting the green growth and climate change agenda.

Through its vision of being the leading and preferred provider of resources for the development of enterprises, MESPT facilitates increased commercialization, decent employment, and green transformation through targeted interventions in the selected value chains. Key workstreams comprise work to build the capacity of value chain stakeholders, increase productivity, facilitate market linkages and access to finance. MESPT will promote uptake of green technologies and services that will contribute to a greener economy as well as advocating for a regulatory environment in Kenya promoting green transition in agriculture. To ensure a gender balanced approach women and youth prioritisation will be mainstreamed into all relevant activities. MESPT plans to engage in 6 value chains, namely export vegetables, dairy, livestock, aquaculture, fruits (mango, avocado and banana) and coconut.

MESPT will be implementing the Kenya Country Programme Phase II 2021 – 2025 a programme that will be funded with DANIDA. In this partnership, MESPT plans to engage in six value chains[1]. MESPT in liaison with DANIDA has already undertaken a thorough evaluation process in order to select the most relevant value chains that fit the mandate of MESPT while being aligned with the Kenyan Vision 2030. Value chains have been selected based on a range of criteria including their scale, ability to reach youth and women along with their potential impact on green transformation. The chosen value chains are in line with the priorities of the Denmark-Kenya strategic framework 2021-2025.

MESPT is seeking services of a consultant to facilitate the selection of counties within which the programme will be implemented.

B. The overall objective of the consultancy

To develop an appropriate criterion and identify target counties for the implementation of the Kenya Country Programme Phase two (2021 -2025).**

C. Rationale of the consultancy

Counties are the hosts of beneficiary groups targeted by programmes for intended interventions and objectives. An objective selection of a programme’s target regions does is not only useful in ensuring that efforts and available resources are directed to the right beneficiary group in both types and number, but also that the programme and organisational objectives are well aligned. It is useful to ensure a balanced process and spread amidst competing interests and limited resources.

D. Methodology

It is recommended that a participatory approach is employed and adopted for this process however the consultant is expected to develop an appropriate criterion and a methodology clearly demonstrating how the work will be carried out.

E. Scope of Work

The assignment will be executed in the context of the overall programme’s objective, targeted outcomes, and outputs as well as the organisation’s strategic objectives. Reporting to the CEO the consultant will work within the following scope of work:

i. Review of the KCPII programme framework, KCPII value chain selection report and other relevant documents including but not limited to ongoing programs, interview of relevant staff, and refining the methodology of the assignment.

ii. Develop a county selection criterion (to be done in close consultation with MESPT and Danida )

iii. Conducting an independent and elaborate review (from primary and secondary data) and provide a detailed description of the 47 counties using a validated county selection criterion

iv. Development of a priority county list for each value chain with clear justifications backed by both qualitative and quantitative data

v. Validation of the selected counties with a representative of DANIDA and the MESPT and development of a final list/report of the selected counties with a recommendation of key intervention focus areas for each value chain.

F. Specific Activities

I. Hold strategic meetings and interviews with relevant MESPT staff

II. Hold strategic meetings (virtual) with Danida and key stakeholders at county level

III. Develop and validate a selection criterion and any other tool(s) as may be necessary/relevant for the assignment.

IV. Review and analyse important and relevant data related to the assignment as would be necessary to ensure a successful county selection process.

V. Prepare and present a draft report of the recommended counties, with clear justifications, to MESPT and Danida **

VI. Write and submit the final county selection report**

G. Key Deliverables

Successful performance of this assignment will be based on the production and timely submission to MESPT the following deliverables:

(i) Inception Report:

An inception report outlining the methodology and work plan to be used in the assignment. It will also include a draft county selection criterion

(ii) Draft Final Report

The draft final report should detail all the information as per the scope. The draft report will be shared with the management team for validation.

(iii) Final Report

The final report encompassing comments from the management submitted via email to the CEO, whose email will be provided in the contract when successful.

The report should in the minimum have:

H. Implementation Duration

The assignment will commence from the date of signing a contract and be completed in not more than 20 days. There will be provision for discussion of the implementation plan with MESPT for validation and inclusion of comments where applicable.

I. Ownership and Beneficiaries of the reports

Any reports or other materials, graphics, software or otherwise used and prepared by the consultant for the Trust under this Agreement shall belong to and remain the property of the Trust. The consultant shall not use such property for any other purpose unless prior express consent is given by the Trust.

J. Payment Schedule /Plan

The Consultant should quote a fee that will cover all costs including transport, accommodation where applicable and other incidentals.

The payment plan will be as follows: –

  1. 30% upon presentation of an acceptable inception report and implementation plan of the assignment

  2. 30% upon facilitation and presentation of an acceptable draft report

  3. 40% upon presentation of an acceptable final report

K. Expected profile of the consultant

The consultant will have the following minimum qualifications:

  1. Education – Preferably a master’s degree in Economics and/or Business Statistics, Agribusiness, Business Administration, Strategic Management, or their equivalent.
  2. Proven business analysis and business comprehension skills and understanding of sustainable development issues including green growth
  3. Practical analysis experience for not less than five years (Verifiable proof of previous engagements in similar activities)
  4. Excellent communication and reporting skills

L. Selection criterion
