TERMS OF REFERENCE (TOR)
FOR ENGAGEMENT OF A TECHNICAL ASSISTANT ATTACHED TO LWANDA KINA PROJECT IN SIAYA COUNTY
The Micro-Enterprises Support Programme Trust (MESPT), has since the year 2002 developed a niche in supporting the growth of Micro, Small and Medium Enterprises by providing integrated business solutions for sustainable development. The Trust is a multi-donor entity jointly founded by the Government of Kenya and the European Union who later relinquished their position to the Royal Danish Embassy in Kenya. Through its vision of being the leading and preferred provider of resources for the development of enterprises, MESPT is anchored on three pillars namely: (1). Green Growth Development which entails promotion of Resource Efficient, Clean and Climate Sensitive Technologies & Solutions, (2). Enterprise Development that involves market development for MSMEs through a value chain approach to enhance effectiveness and (3). Value Chain Development that encompasses an all-inclusive and holistic View of the Micro-Enterprise as they engage with upstream and downstream stakeholders.
Currently, MESPT is implementing the DANIDA Country Programme dubbed the Green Growth and Employment Programme 2016-2020 whose thematic objective is “Inclusive greener growth with higher employment” and will be achieved by focusing support on sustainable growth/jobs from investment/trade and Sustainable use of natural resources and community resilience. Under these two intervention areas, MESPT is committed in carrying out green growth initiatives in its selection value chains. Among these will be initiatives geared to promoting consistent access to irrigation water aimed at enhancing production and productivity levels.
Further, MESPT is also implementing the AGRIFI programme in Kenya whose objective is to strengthen the capacities of actors along selected value chains through the Agricultural Technical and Vocational Education Training -ATVET system approach. Activities under this will inter alia include supporting the upgrading, development and upscaling of agriculture and agri-business value chain-based training curriculums under ATVET. Under the second result area, the project will increase the capacity of private sector to implement and enforce standards on SPS. Furthermore, the project supports Counties in testing and surveillance and enforcement of Sanitary and Phyto Sanitary regulations. The approach comprises of various interrelated methodologies: market-driven approach, competitive selection of counties/beneficiaries, training of Trainers, blended Learning Methodology and use of incentives.
2. Rationale of the assignment **
In her relentless efforts to socially and economically transform people’s livelihoods, MESPT has identified Lwanda Kina Sacco based in Siaya County as an ideal agribusiness project that will impact more than 1200 farmers during the initial phase but with a capacity of impacting more than 10,000 farmers. The project entails water abstraction from River Nzoia, construction of a main capillary that will feed into a reservoir tank and later construct sub-capillaries that will distribute the metered water to at least 1200 households within 3 sub-counties. The project has been structured as follow: – (I). river water abstraction (intake works) from River Nzoia, (ii). pump house and accessories, (iii). main pipeline to the highest elevation in the area, (iv). pressed steel reservoir tank, and (v). distribution pipeline to the three sub-locations. The project has also appropriated funds that will empower local youth and women in brick making (for construction of household water reservoir tanks) and introduction of agri-business initiatives. Therefore, the Technical Assistant will provide support to carry out the activities foreseen in various contracts already issued regarding the project (The main contractor, Quality Assurance, lead consultant). S/he will work to facilitate the implementation of the project activities as desired by MESPT and ensure the linkage between the project and the various stakeholders involved and the execution of administrative and financial tasks
3. Objective of the consultancy
The Technical Assistant will be expected to provide technical and operational management assistance in accordance with MESPT objectives in the project and other relevant documents/contracts.
4. Scope of the assignment
a) Carry out agronomics business development services
b) Ensure effective liaison and maintain good communication with regional partners and other stakeholders **
c) Maintain records on technical and financial aspects of project operation, including monitoring of project activities and their outcomes, as well as minutes, decisions and recommendations of meetings and workshops for support and guidance **
d) Organize meetings, regional workshops and other inter-country activities with guidance from the VCO**
e) Prepare timely and quality project progress and implementation reports on a weekly basis. **
f) General administrative support to MESPT, Consultants and the community officials. **
g) Participate in the organization of the project events: training workshops and coordination
h) Where necessary train on entrepreneurship and agribusiness related skills
i) Support the VCO in monitoring the compliance of the activities as per the Grant Agreement and project related contracts
j) Participate in the drafting and finalization of technical and financial reports and workshops reports
k) Contribute to the proofreading and validation of the project reports
l) Manage logistical aspects for the smooth running of project events in consultation with the VCO
m) Develop beneficiary database and other stakeholder for the farmers
n) Provide administrative support to the community oversight committee
o) Perform any other administrative assistance related to the project
5. Expected Deliverables
a) Periodic (weekly) technical and financial reports**
b) Submit monthly reports**
c) Submit site visit reports**
d) Update of the project files and GCF document in hard and soft copies**
e) Minutes of meetings held related to the project **
f) Provide reports/minutes from the community oversight committee**
6. Outcomes of the Consultancy
It is expected that the assignment will result into reducing transaction costs maximizing efficiency and effectiveness of Lwanda Kina Project in accordance with planned schedules to its logical conclusion.
This assignment will be for 2 months (August and September) and later than 30th September 2020. If need be and through the laid down standard operating procedures, an extension may be considered.
The TA will be reporting directly to MESPT VCO (Reuben Gachau) on daily management issues.
9. Resources and duration **
The TA will be paid an all-inclusive fee of KES 3,500 (Three Thousand, Five Hundred Shillings Only) per day for 15 days every month. The total contract amount of KES 105,000 (One Hundred and Five Thousand Shillings Only) that will be paid in accordance with MESPT guidelines. MESPT will also prepare a detailed contract for the exercise and will retain 5% Withholding Tax as required by Kenya Revenue Authority. They will also be expected to use their own transport and Insurance while carrying out this work.
10. Payment Plan
The payment plan to the successful technical assistant will be as follows: –
a) Payments will be done monthly based on achieved deliverables as per contract and request for payment (invoice) must be accompanied by a report. **
b) The consultant/TA will be required to pay any applicable statutory fees.**
11. Ownership and Beneficiaries of the proposals
All documents produced under this assignment shall be the sole property of MESPT and may be used for any purpose whatsoever without the need to consult with the author.
12. Qualification and Competencies
· Bachelor’s degree in an agricultural field/discipline.
· A business-related qualification is an added advantage.
· At least 3 years practical experience in community development working with small holder farmers.
· Strong report writing and presentation skills.
· Conversant with the Local language/Kiswahili (Must be born and raised within the Siaya-County)
· Strong training ability.
