RFP-KEN-DDG-2021-002-Consultancy Services for Civil Society Learning in DRC Kenya areas of Operation -Turkana, Mandera Garissa and Nairobi .

The learning exercise through the Kenya case study will cover the following overall objectives:

a. To analyse the local civil society landscape in Kenya – where DRC operates (focusing on enabling and disabling factors for civil society actors to operate);

b. To assess how DRC has approached partnership with local civil society actors, including lessons learned, good practices, promising practices;

c. To study experiences, learnings and challenges from the current partnership with local civil society actors in Turkana under the IcSP project on land governance advocacy

To provide recommendations to improve DRC’s approach to engaging with local civil society, particularly in supporting empowered local civil society to advocate

1. Consultant Profile

Key requirements are:

· At least 5 years’ experience in similar qualitative analysis in humanitarian/development settings, of which at least 2 years at senior consultant level.

· Demonstrated experience with research methodologies designed to capture organizational learning

· Knowledge and experience of organisational models of systematic engagement with civil society are a must; experience specifically with Kenyan civil society is highly desirable

· Ability to work in a multicultural context as a flexible and respectful team player

· Politically and culturally sensitive with qualities of patience, tact and diplomacy

· Strong English writing skills are a must

· Excellent analytical and reporting skills


Interested teams or consultants are expected to submit the following items in English in response to these terms of reference:

· Updated CV(s);

· A technical proposal (no more than 15 pages) that covers (i) the consultant’s suitability for the assignment, (ii) suggested process, approach and methodology, and (iii) a proposed timeline;

· A budget covering daily consulting fees in ksh

· A statement of availability for the duration of the consultancy;
