Senior Clinical Quality Officer for Centers and Training Development

Marie Stopes Kenya (MSK) has been operational in Kenya for 35 years. It is the largest provider of family planning services and offers life-saving and life-enhancing services to men and women of all ages through a range or sexual and reproductive health service through its own clinic outlets, a network of franchise outlets and the marketing of RH commodities. In addition, MSK has an MCH 24 bed nursing home in Nairobi.
The purpose of this post is to further the realization of MSK’s strategic goals by supporting the Clinical Quality Lead/ QAM and contribute to the achievement of the department as well as MSK Quality goals.
The role is responsible for line managing the Quality Assurance Advisors / Clinical Trainers.
He/ she is critical for the coordination and implementation of all clinical governance assurance across the Marie Stopes Kenya Centers Network in terms of coordinating internal audits, competency assessment, incidence management, action plan tracking for the channel, External QTA, training in practice according to the MSI and MOH guidelines.
In particular, the role manages and disseminates information to the Centers channel on Centre Quality plans, collates and reports on SF progress and findings, ensures strategic use of the quality data result in improved clinical performance across the Social Franchise.
This role will also lead in planning and coordinating all trainings. The role will be tasked with maintaining the Scoring index of Qtrack – > 95% and will be managing the MSK standard product list used across the channels.
In addition, s/he is an active trainer and assurance expert as part of the team.

Key Responsibilities

  1. Oversight, activity planning and tracking of Quality assurance activities in the Centers Channel.
     With whole quality team and in communication with the Centres Channel Leads (Hospital
    Manager and Commercial Services Manager) create a rolling annual plan encompassing QTA,
    incidence management, competency assessment and training.
     With QAM work, visits and outputs to guide whole team activities clearly communicated
     Plan communications on key clinical governance and audit deliverables ensuring that staff
    understand fully their responsibilities throughout the calendar year
     Prepare and follow a developed work plan to cover all the centres in terms of internal audits,
    action plan implementation, OJT and mentorship
     Plan and conduct trainings for all the Centre staff in line with the Competency assessment status as well as continuous mock drills
     Ensure that all plans are in place for smooth and effective external visits related to the Ministry of Health as well as implementation of MOH actions
  2. Planning, tracking, compilation and analysis of internal audits, competency assessments, incidence reports, training and action plan management Lead the planning and supports the conducting of effective training for the Centers teams Lead the planning and supports the conducting of effective training for the Centres teams
     Leads in conducting and tracking of competency assessments across the Centre channel
     Constantly review and simplify support for the Centres with proper coverage (at least 1 visit each
    quarter) when a Centre is supported
     Effectively conduct competency assessments and align the QAA work plan to ensure providers
    are Competency assessed in all service areas within one year
     Participate in and monitor QTA visits throughout the year for full Centre coverage. Collate reports
    and analyse findings with action plan tracker for Centre channel in place
     Plan and conduct joint supportive supervision with the MOH when need arises and implement
     Address and support centres struggling in quality of care
     Incidence reporting and investigation for the Centre channel
  3. Planning, budgeting and conducting training according to the MSK project needs as well asTraining Needs. Management of the Master Training and competency database

 Lead identification and prioritisation of training needs across all channels
 Lead the preparation of clinical training plans and budgets for all channels
 To ensure that the training standards maintained are equivalent and within the framework of the
MSI and government standards
 Provide leadership to identify trainers, train competency assessors as well as coordinate management of all training supplies and equipment with inventory management as well as maintenance of equipment and ordering for supplies

Demonstrate Leadership Qualities
 Consistently model MSK leadership behaviours and develop leadership qualities
 Present regularly at the MAT, Centre review meeting on performance and new initiatives to improve centre channel performance
Knowledge skills and attitude Qualifications:
 Educated to Degree or diploma level in Clinical medicine, Nursing or Medicine
 Masters in a relevant field would be highly advantageous
Skills and Experience:
 Experience in reproductive health programming, training and health management information systems.
 Four to Six years of experience in managing SRH activities, 2 years in NGO
 Understanding major policies/issues of donors, government policies, regional policies
 Strong working knowledge of business practices
 Collaborative approach to team working; Ability to manage a very heavy and fluctuating workload
 Strong personal commitment to the goals of Marie Stopes Kenya and to put it into practice
 Good interpersonal/communication skills – both oral and written
 Advanced analytical and organization skills
 Negotiation skills
 Dynamic, fast paced problem solving and turning around struggling clinics
 Experience as a line manager including performance management (desirable)
